Bernard Francis Weil was born on December 23, 1851, in Baden-Baden, Germany, to Theresa Weis and an unknown father. He assumed the Weil name when his mother married Joseph Weil in 1855.

They arrived in the the United States in 1855 and were settled in Cincinnati, Ohio, by 1860.
